At low stakes you're better off playing unrated. You're not going to get much in the way of comps for your action and, frankly, the pit just won't care. In the event you are backed off you won't have much in the way of chips to cash and can, if you want, just walk with what chips you have and cash them whenever without having much money tied up. The best thing is that the casino won't have your name. You should just walk out with your chips and cash them later in your trip or on the next trip.
At higher stakes unrated play becomes more problematic. The casino sweats big action players who are unrated. (and when I say playing rated I mean always under an alias...that means a non-gambling friend or relatives card who looks like you and is approximately the same age or using a players card you got with a fake ID). You still won't be able to CTR but that's OK, the point of playing under an alias isn't to avoid legal requirements or scam comps, it's just to play and play legally while maintaining your privacy.
I no longer believe it is a good idea to ever play under your real name regardless of stakes. The only time I'd play unrated at high stakes is if I'm flat betting (like during a 2:1 blackjack promotion). If you want to play for comps play slots or VP at a small house where you can be 100% secure that you're not going to ever have to worry about being tossed into the street at 4am. Tuscany, Silver Sevens, Main Street Station, The D, etc.
