I am almost entirely certain that this observation of even money for blackjack is in error. NJ casinos can only offer games that are approved by the commission, and last time I checked, only 3:2 and 6:5 were permissible variations of blackjack.
Personally in my opinion, 6:5 was never approved for shoe games and is supposed to be reserved for pitch only, however during the recent recodification, the variation of pitch blackjack having 1-2 decks and the option of a 6:5 payout was suddenly identified as the "6:5 variation" instead of the "dealt from the hand variation"
So now the regulations simply allow for the casino to pay blackjack at 6:5 for the 6:5 variation instead of the dealt from the hand variation. It was this simple error that now allows the casino the simple option of declaring any table as a 3:2 or "6 to 5 variation"
All that being said, even money option is not approved for blackjack so the op must have observed a different game.
