What if you have no choice but to play 6 decks game with 50% penetration, what is the best counting system ? Hi-Opt II or Zen count ?
None. Dont play at all. go find a good game please. You also don't mention the rest of the rules,which I imagine to be average anyway. So go put effort finding better games not what count you use.
If this is just a theoretical question, then Hi Opt II w/ace side. Again, don't waste your time in the first place playing a 50% pen 6 deck game, thats just sad, unless the other rules are ridiculously good

This is what casinos do to make counters leave voluntarily because there is no money to be made at the game. I won't go into the stats but IF you still have an advantage, you will be making peanuts at an extremely high risk of losing your entire BR.
To answer which of the 2 is better it depends on your ability. If you can handle the finer deck estimations and accurately collecting and using the side count information HIOPT II/ace side count is the big winner. If not Zen is a great and versatile count. As no brick and mortar casino is likely to be dumb enough to offer such poor pen unless it is a countermeasure being used specifically against a known counter I assume this is an online game. Besides being not worth playing how do you kmow they aren't also cheating?
Often countermeasures are used to gauge your reaction to make sure they aren't 86ing a lucky ploppy. How you react to the countermeasures often determines if you will be backed off. They can subtly hint it is time to leave and it is best to obey or they can test you with a stick at which time it is best to react and play like a clueless ploppyso as not to confirm their suspicions.
