Nobody thinks they made sure they have the votes but you have to believe they made sure before they would call a special session. I had heard today that it was likely a special session would be called but I haven't heard anything for sure so this is fresh news to me. The propoganda wars are currently being fought by both sides. It looks like some pork to Baltimore City may have turned the necessary delegates. The delegates from Baltimore City have stood as a unit against the bill. Everyone is hoping to get their payoff. The ones that haven't gotten their promises yet are saying it is irresponsible to call a special session without polling everyone first. Some are even planning a boycott of the special session. The process moves on.

It sounds like it should pass referendum if they pass it but voters can be fickle. Most people think elections are rigged here. With the aging paperless machines that a recount is a reprint with no way to count even if it didn't have the voters support, which the polling data shows is not the case, it is still likely to pass referendum. If you believe the polling data it should pass referendum easily if it were to be voted on today.
