In California, Federated Indians of Graton Rancheria broke ground on a new, Las Vegas-style casino to be the largest in the Bay Area. In New York, the Shinnecock Indian Nation is considering Long Island as a site on which to build the NYC’s first tribal casino. And in Washington state, the Spokane Tribe of Indians wants a new 13-story casino and hotel next to the Fairchild Air Force Base. What they have in common is that they are the first Indian casinos to be built outside of the reservations under looser federal rules announced one-year ago. But, opponents fight on; and they must survive additional court battles and legislative efforts.
