There has been some talk in the past about a casino in the Meadowlands, where the Super Bowl was played. There is some new talk about a casino in Jersey City, directly across the river from NY. Jersey City is substantially easier to reach from Manhattan. Drive through the tunnel, take the Path under the river, which connects to the subway system, or take a ferry over the river. It would be almost as accessible to someone in Manhattan as a casino in Manhattan. And popular with Manhattanites, that indicate in polls that they are in favor of casinos, just not in Manhattan.
