There are many shoe games in Europe that are beatable. I know of atleast 1 city that routinely has $5 minimums. You need to look harder, and look east.

The last time i was in a Genting casino in Edinburgh, shuffle machines were downstairs, I told the floor manager i wouldn't play with those, he informed me there was a shoe table upstairs, when i foud it I asked what the table rules were the pit boss said "what rules would you like?'
think i fainted after that
Is that the outlet in York Place? I visit there on the odd occasion that I visit Edinburgh for work purposes, although I've never seen a blackjack table on the upper floor where the bar is. If I recall, downstairs there are two blackjack tables, both sporting a dyson.

Monaco has shoe games (min 100 - max 5000, 200 - 10000, 500 - 20000 Euros). Penetration is even 5 out of 6. They use software to detect counters.

All the casinos I played at in Prague were hand shuffled 6 deck shoe games. Nice rules as well, ENHC, s17, double any two, double after split, no resplit aces and ES10. Pen varied from 50% to 15%, but in some cases the 50% pen was to be prefered for different reasons... I'm definitively going back there to play some more. The limits are low, typical 4 euros to 80 or 200 (100 Koruna to 2000 or 5000). I think this is the typical eastern European game.
