Is the Theory of Blackjack a complete book on blackjack mathematics given a 2 year college level mathematics or will I need more before fully understanding the book ? Any opinions appreciated.

Just ask Don to explain anything that you don't understand

People understand Peter's book on many different levels. I usually read it cover to cover, once a year, just to make sure I haven't missed anything!
The theoretical math is sometimes beyond my background, but in those cases, one simply accepts the conclusions and moves on.
By all means, I would recommend that Sharmon get the book and see for himself what he does or doesn't grasp.

I have a B.A. in math and I do not understand all the material, especially in the appendices to the chapters, BUT I recommend the book for everyone with a sreious interest in the game, even if he will only understand 5% of the material in the book.

As you know, the appendices were where Griffin stuck the mostly theoretical math discussions. So, it's possible to simply skip those sections and still have a great appreciation of the book, without worrying about the higher math in the appendices.

I have already put the order in with Bettie folks your points were well taken. A big thanks to RGE Cellini's book was hilarious but very informative
