With a group this size, I would call around to places you like and talk to banquet managers. Rather than order off the full menu, your guests will usually have a choice of 2 or 3 entrees (steak or seafood, or chicken). In addition, you may get a private room.
This way, you may be able to go somewhere that would be above your price range if the guests were to order off the regular menu.
Are your guests locals or out-of-towners? If they are out-of-towners, you might want somewhere with a view, or with a bit of Las Vegas history. For locals, this would be less important.
The price is limiting, but I would certainly call Binion's Steak House and talk to them. You simply cannot beat the combination of view and great steaks.
Other possibilities would be Embers at the Imperial Palace or the Steak House at Circus-Circus.
If your guests are out-of-towners, you might consider Center Stage at the Plaza. While I have never been very impressed with the overall quality of the food here, they do grill an acceptable steak, and the prices are extremely reasonable, not much higher than coffee shop fare. And of course, you get an awesome view of the Fremont Street Experience.
Just don't order anything fancy. :-)

If your looking for good steaks at a decent price and a great view, try The Range at Harrah's. They are right around the $20 range.
