    does anyone happen to know of an inexpensive portable handheld blackjack game that is programmable for game rules, counting practice, etc? thanx

    This may not be quite what you are looking for, but there is a program called Blackjack Expert for Palm OS that I have been using for nearly a year. It has the kind of flexibility you want and the developer has been very helpful.
