If you play for big money the most important issue in foreign casinos is safety. How safe is Russia? Not very.
The 2nd issue is -- How is the economy in that country and how much money is the casino making?
3-5 years ago the economy in Russia was booming and the casinos were making tons. Back then it was possible to go make a 6-figure score. Since then the economy has tanked, revenues are way down and crime is way up. Now the games may be good for a red or green chipper but not a big player.

Rambler told you about Russia, and that's why I don't go either
Belgium is obviously different. Even though many have CSMs those that don't have have good rules and penetration. I wouldn't go just for playing BJ though.

Moscow games are very good. Early surrender is the norm, occasionally there are other bonuses or favorable rules. You get edge off the top.

Orson: You forgot to mention...
...your own experience - heat is enormous in Moscow lately. Although the off the top rules are really good, casinos became much smarter than they were a year or two ago. It is quite usual to get kicked out in the middle of (even losing!) session. All casinos use either ID registration or (supposedly) FRS, so there is no chance to return in reasonable future. Most casinos are particularly paranoid towards foreigners. There are still few smaller casinos that are less educated in counter-cathcing, but, as a countermeasure they use terrible penetration - 50% or even less. Of course, there is still some potential, but I won't elaborate any further here due to possible "conflict of interests" :-).
