I am just curious: what is the Blackjack basic strategy for 21 deck of cards? Would it be the same as the basic strategy for 4-8 deck? Are there such program that generates the correct strategy for more than 8 deck games?

It's just so cheap and nasty having a pile of cards on the table like a skyscraper, and customers having to watch dealers fumbling and unable to hold the stacks properly. A very 'basic strategy' for lots of decks is if you must play them definitely take more float with you!
According to my copy (Sixth Edition Indexed), the final 2 card change comes at 27 decks (don't double A,4 vs 4 in a H17 game) and the final multi-card strategy change comes at 125 decks (hit 5,5,5,A vs 10 vs standing with 124 decks). With unlimited splitting there is no number of decks for which the strategy stabilizes. See the chapter entitled "Postscript 1986".
