There is a difference between NHC (No Hole Card), ENHC and No Hole Card Peak. OP specified No Hole Card Peak with full early surrender. With surrender after leak - that game would be equivalent to NHC with ES10.The confusion to me is expressing rule as NHC. I think OBO (original bets only) is better.
Isn't surrender after peek likely late surrender?
By the way it doesn't matter when dealer checks for blackjack relative to surrender. What matters is what happens if dealer has BJ. If player surrenders and loses half his bet whether dealer has BJ or not that is equivalent to early surrender. If player surrenders and loses half his bet when dealer doesn't have BJ and loses his full bet when dealer has BJ, that is equivalent to late surrender.
If ENHC any splits and doubles are at risk to lose to dealer BJ. If OBO only original bet is at risk and extra bets due to splits and doubles if made would be "rebated" if dealer has BJ. So OBO in a no hole card game could make for a lot of extra work for the dealer.
