There are many reasons. The biggest one is that Hi-Lo has already put A on Hi column. The most important deviation play is insurance. One out of five player is wrong because he draws ace, not face card when TC is high enough. If you want to put nine on Hi column, insurance play will be more inaccurate. This is also the reason Zen is better than Hi-Lo regarding insurance accuracy. It is because face card and ace have different tag. In the end, only one out of nine chance players are wrong when TC is high enough and he buys the insurance.
