You could say something like, "It surprised me when you were on the phone while serving me. Overall, I think people appreciate a server's undivided attention."
I agree. Maybe she would tell you that her Mom is in the hospital or her son's school called and you just might feel bad for judging her based on one episode. Exploring and then giving constructive criticism is the way to go. Course, if you are one of those AP's who are miserable as a result of the profession they chose, you dont tip that waitress.
