You are looking at the way to turn a cash cow into a disaster that could even cost the casino their license after the millions in lost revenue plus outrageous fines. I know the casinos are often run by idiots but who is that stupid. What is going on is selective memory. Once you look for something you see it everywhere even if it is happening at the normal rate. The other part of what happens to people is the self fulfilling prophesy. You believe something is happening so you unconsciously alter behavior in a way that makes the outcome more likely.
First, people or corporations commit crimes because they feel they can get away with it, not what the punishment might be if caught. Second, an ASM does not have to be fixed and remain fixedv24 hours a day, it can be programmed for short periods as felt necessary. Third, there are all kinds of examples of "fixing" (Say Volkswagen) where someone might get caught but they have assessed the risk, that the earnings would far exceed the damages they may pay, if and when they are caught. Far too many never get caught.
