I never made such a statement. At some, such as GS in Tunica, you can go back and forth from 1 hand to 2 hands and you can play the $25 minimum on being th hands. Next door at the HS, if you want to play 2 hands at $25 min. Games, you have to play $50 on both hands if you wish to play 2 hands. I have also played at some where the first hand is $25, the second must be $50.
At HS, I have had a dealer and a pit tell me that under NMSE, I cannot go to a second hand after starting a shoe with one hand unless I am playing heads up. It seems that when there is another ploppy or two at the table, I may not go to 2 hands once the shoe started.

A simple way to be "made" as a Card Counter is for the EITS to check
and see that whenever you took Insurance you had a large bet out and
it just happened to correlate perfectly with the TC.
No negotiation is needed. Not ever. You just move whatever amount
forward while saying: " ... For less." [a la "doubling for less."]
This is very good "cover" as you can insure for (perhaps) 50% of X,
where X is 1/2 your bet, or a smaller fraction when you have a hand
of 19 or 20 or 11 and the count is ZERO or above, when the hand is
poor and the count is borderline for surrendering.
NO. You are not thinking clearly here. It guarantees "breaking even."

Most days I wish to break even. I need the extra money.
