No, I don't think so. Hole Carding as a playing technique has nothing to do with it. I was referring to whether the dealer took a second card or not prior to any action and if not how the hand should be played and then resolved should the dealer have a BJ and the player has multiple splits and/or doubles. All I am saying, as Norm did, is that the Basic Strategy changes depending on the rules and the strategy used. I also gave a couple of examples to highlight the case.

In Europe, yes! :-) But yet again, the point is that ENHC strategy is to HIT 8,8, v. T. It only becomes surrender if, obviously, surrender is offered. And, if surrender is offered in conjunction with ENHC, well, we call it early surrender!
