I was wondering the same thing.
I don't doubt the original poster's story, but the casino doesn't need to do any of this to make money off of BJ. Almost every time I play there is always one or two people at the table with me making really horrible BJ decisions, they have no clue and the casino is just taking their money. If you're using perfect basic strategy, the casino is still slightly ahead, and if you're counting they can just ask you to leave. They can always hit on soft 17, offer no surrender, etc, why risk a bad reputation or fines? If I found out my local casino was doing this the word would spread fast and I would never play there again. Just silly bad business in my opinion.
Sounds like a disgruntled ex-employee to me. They were caught doing that more than a decade ago, but I've seen no reason to suspect that they're still doing that with all the management changes they've had and the fact that they show all the cards when putting new decks into play. They do have a few auto-shufflers BTW.
+1. Why would a casino risk this if they can win anyway? I can see them messing one table where they see a big winner but to bad mouth the whole casino, say all BJ tables are crooked? Probably someone who was hit badly by variance but too addicted to quit going to the casino.
To all asking why a casino would do this when they don't need to:
During Ed Thorp's first blackjack counting trial in Las Vegas many years ago, they asked themselves the same thing. They concluded that casinos cheat because they make more money than if they don't. It's as simple as that and the same reason with crooked Indian places today.
Can you say what casino it is? I think I know which one, but I want to make comments that are directly on point to the casino.
If you think they're shorting the shoes, just count them down. It's generally possible to make statistically significant deduction within a few shoes.
Funny story: I once lost my ass wonging shoes at a casino. Had literally 5 or 6 shoes in a row go to +5 or higher. I was on the verge of calling gaming, but decided to count down a few just to make sure. And they all went negative. Very negative. Shoes weren't rigged, I just happened to run into the weirdest run of hot shoes in my career.

Yes, if they've been caught altering the deck by all means someone put the name of the casino out here. I'd like to know more. What's the big state secret? I can understand not talking about a good game that you don't wish to attract attention to but this is the opposite and something you would want people to know about if it's factual information.
If the casino commission is the tribe and the casino ownership is the tribe what difference does it make to them if they fine themselves. They could have fined themselves 10 million dollars and took it from their right pocket and put in their left pocket. It is still the tribes money no matter which pocket it is in.
If you play long enough you see it all. I have felt cheated and had them expose the cards and they did it reluctantly. They were all there. I have felt ASM's were rigged only to have the casino drop them because they were too expensive. I guess the casino didn't think they were rigged. There is usually a good explanation for why things happen that seem like cheating. They may be cheating but most often they aren't and you learn to be a better player when you figure out what actually happened.
There's a compact between the State and the tribe that governs this casino, and it has a dispute resolution process:
