    Software to figure your edge at each TC in programs like CVCX use the rounding method you specify. If you used Truncating or Flooring when running your original simulation then your edge assumes that you will not make your +3 wager until your TC is at least +3. If the +2 bucket says your edge is +0.64 and your edge at +3 is +1.15% that does not mean that at TC +2.5 your edge is in between. It also does not mean that the +0.64% is your edge at the mid-point of the bucket. It all depends on your rounding method and keeping in mind that not only are there TC frequencies for each whole true count but also TC frequencies for each fractional TC.

    All of that aside, if you're very close to the next TC bucket you should not feel any trepidation bumping up your bet somewhat but bumping up all the way to your +3 bet at a TC of +2.8 is probably overbetting by more than you might think.
