I've been to Croatia this summer. The casinos are modest. Low limits, poor rules. In this casino:

we had to call the police to get our 2000 euros winnings. The same happend in Split casino. So there is nothing interesting for a blackjack player in Croatia.

It sounds PLENTY interesting if you like danger. I think I won't play there.

I can confirm about the low limits (50 Euros max) but in my memory the rules weren't bad at all.
I was in Pula a few years ago and they offered ES10. I felt some heat but there were no problems cashing out.
