MJ: Atlantic City Blackjack: Can casinos add LS and RSA?

I always wondered, can casinos in AC change their BJ rules at will or do they need the permission of the NJ Gaming Commission?

In AC, Borgata uses only 6 decks where as in other casinos they use either 6 or 8 decks. Can the casinos in AC use 4 decks in their game if they like? What if they wish to add LS or RSA?

I think the AC casinos can compete with Foxwoods and even Vegas if they change some of their rules. Why can't a casino implement whatever rules they desire so long as they are not cheating the public? If they implement the above rules then word will get out and they will increase revenues from the ploppies and counters will also benefit. It would be a win win situation.

I also wonder if politics play into this matter. How would the Nevada Gaming Commission react if AC casinos wanted to improve their BJ games? Would they try and pressure the NJGC to suppress the legislation for improved rules? Is the NJGC influenced by Nevada politicians or the Nevada Gaming Commission?

I read Ken Uston on BJ and it seemed like changing the rules is really difficult. Seems like casinos can change rules when it is in their favor; BJ pays 6:5, H17, or getting rid of ES and LS. BUT, if you want to actually help the player then the proposal is somehow lost in the shuffle. Go figure.

The last I heard, all rule changes must be approved by the New Jersey Casino Control Commission.
