Are there shift times that are common to most casinos?
One casino I go to, you can always observe a surge of 10-15 new dealers coming on at 7:00 PM, setting up new tables, etc.
My reason for asking is - I assume playing at 10:00 AM and returning to play another session at 10:00 PM would guarantee I would not encounter the same dealers or critters...

There are no standard times. Many casinos use the following: Noon - 8:00 PM (Day), 8:00 PM - 4:00 AM (Swing), 4:00 AM - Noon (Grave), but this is by no means universal.
In addition, critters often change shifts an hour before or after the dealers.
However, if you make two visits 12 hours apart, you should almost certainly not see any of the same people, assuming that the casino is open 24 hours.

I asked one dealer at a local joint (Barona, San Diego), when dealers started shifts, and they pretty much dribbled in continuously at 2 hour intervals.

Like I said, there are no standard times.
Actually, I would almost expect the CA Indian casinos to be a little different. While they are open 24/7, things get really, really slow late night/early morning during the week.
