Green Goblin: UAPC v. Hi-Opt II

UAPC has a higher BC & PE than Hi-Opt II, yet it loses to its level-2 counterpart in the SCORE article. Why is that?

Richard Reid's bjmath.com site gives the following BC, PE and IE for the two counts. Note that, according to Richard, Hi-Opt II has the higher BC and also the higher Insurance Efficiency.

I play the Uston Adv. plus/minus, but would like to switch to the Hi-Opt II when I have more experience with counting in the casino.
