Reason is penetration. No doubt with 4 players you are getting 3 rounds in negative counts and 2 rounds in some positive counts because of the way you specify penetration. Number of players has a huge effect on win percentage with fixed penetration. With four players you want to always be getting 3 rounds, if you get 2 rounds or the number of rounds is based on a cut card you're gonna get inconsistent numbers of rounds.
Think of it this way, when the early rounds result in a lot of 2 card 20's, not many cards are used, so you wind up with extra rounds to play in negative counts. When the early rounds have a lot of 7 card 18's the count soars and you get to a cut card very quickly. The "Cut Card Effect" described in Don's book (and Norm's), is really magnified in single deck games...that is why you should use rounds to define penetration...
The Minimum number of rounds you need to see for single deck to be really playable
6 rounds to 1 spot
4 rounds to 2 spots
4 rounds to 3 spots
3 rounds to 4 spots
2 rounds to 6 spots
2 rounds to 7 spots
These games are considered bad single deck games and you need to increase your spread to at least a 5 to 1 ratio to have a chance
5 rounds to 1 spots (add a spot and see if you get 5 rounds to 2 spots or 4 rounds to 2 spots which is acceptable)
3 rounds to 2 spots (bad game)
3 rounds to 3 spots (not a horrible game, but not good either...try adding a hand to see if you get 3 rounds to 4)
2 rounds to 4 spots (try dropping out a hand if playing two spots to turn this into a minimally playable 3 rounds to 3 game)
2 rounds to 5 spots (unfortunately casinos can't deal 3 rounds to 5 spots, they will run out of cards too often...this game is bad and should be avoided)
1 rounds to 6...try to play later when conditions are less crowded
1 round to 7
Read Ken Uston's classic book "Million Dollar Blackjack" for one of the best discussions of single deck play in existence. Single deck is an art, you want to manipulate the dealer and number of spots being played to maximize chances to make bets in the second half of the deck.
