It means that whatever the person did was so bad that it was equivalent to having done the expression with the past participle that was used, somewhat sarcastically, after "might just as well."
For example, "putting him in jail for 20 years was so cruel that they might just as well have killed him." This means, "putting him in jail was so horrible for him that, in a sense, it was just as bad as if they had killed him."
But, why do you ask this on a blackjack site??

I think kevyan was just pulling his chain. Like when someone says, "Any questions?" and some smart-ass in the back of the room shouts out "What's the world's fastest land animal?"
