Sorry, I haven't developed a South American contact. I am working on it. BJ Traveler is probably on of the best sources of information.
If you can get a copy of the summer 2003 issue of Blackjack Forum, it contains some good information on Ecuador, contributed by BJ Traveler himself.

The rules are different from casino to casino, you can read my report about the casinos in Buenos Aires, in other messages; but the rules are 6 decks ENHC, DOA,DDAS and sometimes good pen, but the good thing is NO HEAT, of course if you play BIG money they will watch you.
One casino is private, and the other one owned by the state, that means tip and do what you want.

Lots of ESsss here but bet sizes are small. Those with ES10 have higher limits but lots of CSM and Auto shuffler around.I saw them bringing in some CSMs to Aladdin.

How is the bet sizes in Medellin and Cartegena?

Do you recommend Ecuador rather than Colombia? Or are there better places in this region? What about Central America? Or Argentina?

Am desperate now after 1 week. Please HELP!

Size doesn't matter if you have a large caital. I made over $10,000 a week from Medelin, Cartegena and Ecuador. Go to the most convenient place for you. Medellin and Cartegena games are $100 max I recalled.
