Of course we aren't flat betting so it is much cheaper cover play than that. I am not sure how that makes it the most important index play behind insurance. While your ramp makes the 16vT far less costly it makes your soft stands on A7 even more costly. Also you want a cover play that shows itself often. You are picking relatively rare hand match ups that are more costly per occurrence. The pit have a list of frequent hand matchups to score your threat level. You can bet those soft stands aren't on it. They aren't going to wait forever to rate your threat level. These deviations have little to no cover value only cost.
If you are interested in cover plays I suggest you reevaluate considering the cost of each play weighted for frequency and then consider how your ramp interacts with this amount. Does it lessen it as with 16vT or increase it as in the soft doubles. The other issue is does the play make their score card for skill level. 16vT is near the top because it is so frequently used with an index of 0.
