Scouting is an investment and less of an expense. There is an EV to scouting but it's hard to quantify. Scouting results in a series of future payments worth X which you should be able to rely on for a while if you've scouted properly.
I generally agree, but there are/can be opportunity costs.
What can I make now doing X
What can I make if I find Y?
If you think about it Y has to be a much higher value (2 times?) then X because by searching for Y one does risk making little to nothing.
If your making a nice EV with a healthy bank it would seem unwise to inhibit that.
