The closer to zero, better the odds which translates to better rules. To have a shitty .76 house edge in Wyoming means no surrender, h17, likely no resplit aces, restricted doubles - in other words a lousy game, especially if deck penetration is lousy.

.351 in PA is far more desirable and pretty easy to beat, especially with good deck pen.
