    RA index, never doubling 11vX or 10vX

    I'm generating RA indexes on CVData and it's telling me to never double the following hands: 11vX, 10vX, 9v2, 9v8. I know these are high variance doubles, so the RA index should be greater than the EVmax index, but it seems wrong to never double them. Is this correct, or is there something wrong with my setup?

    Setup
    Decks: 2
    Shuffle Point/Cards: 26
    Shuffle Point/%: 75.0% (25.0%)
    Burn Cards: 1

    Rules
    Dealer hits soft 17
    Double down on any two cards
    Double down after split allowed
    No resplitting aces
    No surrender

    Counting system
    Unbalanced Zen 2: https://www.qfit.com/cardcounting/Unbalanced-Zen-2/
    Initial running count: -8

    Index setup
    RA Indexes: checked
    Skip RA PreSim: unchecked
    Multi-Pass (iRA): unchecked
    Ratio: 1.0
    Max Bet @: 4
    Speed/Accuracy: Standard
    Most of the indexes are selected, minus some I never use.

    Here are the indexes it generates, with the main concerns being doubling:

    Hard Hit/Stand (I enabled all except hitting hard 17):

    Soft Double Down (I enabled all doubles vs. Dealer's 2-6):

    Splitting Pairs (I enabled only the indexes you see):

    It also generated the insurance index to be at +6, compared to the EVmax insurance index of +1
