In this case, there shouldn't be any difference between S17 and H17 since the dealer has a hard 18.

Hitting   = -9.62498423461157%
Splitting = -7.46802634541219%

So you split in both cases.

I see. The discrepancy could originate from the averaging process of these three hands: 2,2 vs T,8; 2,2 vs 9,9; and 2,2 vs A,7. I am not sure here.

How many splits do you allow in the above calculation? That might be a factor too.
