Bursted splitted hands only lose 1 bet when dealer has BJ - how much advantage?

So I get to know this local casino where they offer ENHC, early surrender every cards except A. However, if dealers has blackjack, player only lose only 1 original bet if double or split

The most interesting thing i saw it that the rule also applied when both of my splitted hands busted.

For example, in a hand , I was dealt 8/8 vs A. I splitted and busted both hands, the dealer did not collect the chips immediately (he still left the chips in the betting box) and wait until he drew his 2nd card. When he got blackjack, he returned me 1 bet and only collected 1 original bet.

    1) Is this rule common? and how much player gain from this rule?
    2) Should I double with 11 and 10 vs A since I only lose half if dealer has BJ?

First of all, ENHC (European No Hole Card) is the term for no hole card games where you lose all of your bets to a dealer blackjack. What you describe is called OBO (Original bet Only) and it is mathematically equivalent to games where the dealer takes and checks his hole card. So you would use the basic strategy for the hole card game with the same rules. Doubling 10 vs A is not basic strategy so you would not do that. Doubling 11 vs A is basic strategy only for H17. Of course if you're counting, there are indices for making these doubles.

The surrender rule you describe is called ES10 and is quite valuable, especially if you are counting.

Yeah, so i guess the only difference between my game and regular " takes and checks hole card" is i can surrender with dealer's upcard 10 , i.e. 14,15,16 vs 10

Other than that, BS is same?
