Given your conviction, I believe the solution is simple. Present your analysis to the alleged cheater's competition and let them perform the legal work. The competition would love the chance to grow their market share and you could earn a hefty "consultation" fee.
And hopefully the simplicity of the solution above helps drive home the point that it just isn't worthwhile for billion-dollar organizations to engage in this particular manner of cheating. The dollars saved by precluding card counters are insignificant compared to the loss of their gaming license.
