Conditions in Sihanoukville Cambodia seem marginal at best. Despite extremely liberal rules (S17, ES10, ENHC, DAS, DA2) I found only eight deck games with poor penetration. Most casinos simply do not spread blackjack, and one of the few that does uses a CSM. Of the two beatable games I found, one restricted doubling to 9-11, although they compensated by allowing aces to be resplit a single time.

Penetration always started with a minimum of two decks, often more being cut off. That would be fine on its own, however they also draw a card at the start of the shoe and then burn that many cards, and burn a card between each round. Thus penetration almost never got beyond 5.5/8 and was often shallower. Furthermore, game speed was quite slow.

No Limit Hold'em is fairly popular, with stakes ranging from $1/$2 nlhe to 50/100 running regularly. The rake cap is quite high, 10% up to $40 seemed common for 5/10, although I did find a 1/2 game with a rake of only 5% up to $15. The level of play does compensate for the high rake to a degree.

Overall, nothing to write home about, although I was unable to scout all 50+ of the casinos open to the public. An acquaintance told me of at least one more shoe game in the city. Many of the casino hotels offer a promotion where you can exchange $1000 usd for promotional chips (which are exactly the same as regular chips except they cannot be cashed out) in exchange for a free room. So that is nice.

Smoking is allowed at all casinos, and at all tables, and the players avail themselves of that privilege.
