Surprising they would issue a second voucher for change.
If that is the case, the casino is going to have a significant problem with "credit hustlers" roaming the casino floor searching for these "change vouchers"...

Coushatta Casino Resort started doing this a few years ago: they claimed that their not having to fill the voucher-cashing machines would be a great convenience (for them, naturally).
So if a patron wishes to receive "full pay" on a voucher, he must stand in line at the cage... some convenience!
Near each cashing machine is a drop box where patrons can deposit the "change" vouchers as a donation to an unnamed charity.
Personally, I make a point of taking my voucher to the cage, then asking the overworked cashier, "So, how is this no-change-in-the-machines policy working for you?"

In Nevada, on table games, they are permitted round down if they don't have the exact chips/coins on the tray. For example, if you bet a pink chip (which is silly, as it slows down the game) and get a BJ , and they don't have quarters in the tray, you'll get a pink and white, shorting you 25 cents. There are some states that require rounding up if exact change is not available. Seems they always have the quarters available in those places :-)
Mohegan Sun and Foxwoods both round up and they don't stock quarters. You get the extra on blackjack and surrender. Please don't make a habit of betting those pink or at least wait until you have two. The game will slow to a crawl as even experienced dealers struggle with the payouts.
I am surprised that it is even allowed to set half dollar amounts (e.g. an odd number of pink chips). Had assumed you may only wager integer amounts of dollars (e.g. table minimum of 1 or 2 or 5 or 25 dollars) and integer multiples of the table minimum (e.g. 5, 10, 15, ... dollars when table min is 5 dollars). This would at most require half dollars for return for 1 or 5 or 25 dollar min bet. For a 5 dollar unit size, pink chips for return would be sufficient, which could only be wagered in even numbers or changed for 5 dollar red chips when you have collected too many pink ones.
