You can try to chase him off like Freightman suggested, but I don’t know how well that’ll work. I would maybe just avoid him if you can.
Typically, counters will spread horizontally when they no longer have the ability to spread vertically (capped by table max). I know some guys on very large bankrolls who’ve played low table max games. When they get capped by low table max, they start spreading to multiple spots of table max. Sometimes 3 spots, or even all 7 spots, if the casino (and conditions) will allow it.
Spreading to 7 spots at 40% of table max makes no sense to me... I could maybe think of one or two situations where spreading like that could maybe be justified, but I think it would be rare.
Most of the casino's I play table max is the aggregate of your bets so spreading horizontally would involve lowering your bets on each spot so the spots add to table max. That said they usually only enforce this selectively. If they enforce it on you, you have a problem brewing. It isn't going to be long before something bad happens.

You can play at another table, if there is one, when that guy is playing. Otherwise, play when he's not playing......or you can fight it, get upset, yada yada ya....
If he's allowed to spread to 7 hands of however much....then he should be able to. Would you "be okay" with it if he bet 7x$500 instead of 7x$200? Would you have this same problem if he was a complete ploppy and not a card counter?
That's just entirely false.This obviously nukes the count within a round or two, the dealer tends to mop up the low cards after the high card slog (rarely busts) and covariance with that many boxes neuters most of the advantage gleaned through ramping that he had anyway
The TC tends to stay the same. If the TC is +4 before this round, it should tend to be +4 after this round. It doesn't matter if there's 1 hand or 7 hands in the round. The math is the math. The RC decreases at a proportional rate to the decks remaining so that the TC stays the same. (I think I said the proper words and terminology there. Dooonnnnn!?)

I use loose shuffle tracking, yes. More shuffle steering actually. I'm pretty sure this dufus knew it too as he always wanted me to cut the decks. What's voodoo about 7 spots consuming 2.8 cards per box on average before the dealer draws another card under NHC? That's nearly half a deck and is enough to significantly change the remaining composition.
Again, like it has been said numerous times already, playing another table isnt an option.
