In today's casino environment. It is a gray area. Hi stakes players playing unrated? Red flag. Newbie, low stakes players going unrated? Yes for a while. It is so uncommon for players to be unrated anymore. Anything out of the ordinary draws attention.
A ton of casinos have restrictions on cashing purples and higher without ID and proof that you obtained the chips legally. I was at a strip casino last week where a person left the table with three purples. Floor person said they have restrictions on cashing purples. So he wrote a slip out for the player to bring to the cage with them so they could avoid the hassle of the cage verifying they actually "won" the chips, and at what pit they were playing at. Yes I know you can ask for blacks vs purples, pumpkins or whatever. But again this is just another red flag the pit will through up.
At the same joint I overheard a conversation where the floor was on the phone with surveillance asking them to watch a player at seat six on a 4 Card Poker table or maybe a Crazy 4 Poker table (can't remember for sure) because the player was occasionally betting the table max. Casinos sweat anything out of the box anymore. So in the end it's a judgement call.
