Yay or nay for a €25 AP?
As of 2 years ago, there were plenty of CSMs with a slight off the top edge (S17, DAS, ES, ENHC), and plenty of S17, DAS shoe games with 1 pass shuffles. Painfully slow local players. There was one shoe game with ES but the max bet was 50 euro and it was always packed with locals.
Some dealers let enough cards accumulate in the discard tray on the CSMs to make things interesting.
Not sure about mailers or points, but one casino near Marseille had high denomination NSUD, which was the best pay table that I ran into in Europe.
Nay.
As per response above, mostly CSMs, ESA ENHC, or HS Nsr ENHC.
There are still stores with HS ESA, but these are very intolerant now. Bet variation will soon lead to half shoeing, then quarter shoeing, then one deck or less.
You can also check at Mr G's forum (I assume it's the poster above) for up to date-ish CSM information. And to brush up on your French.

Finally, play is slow. In many places tables are full. One player = one box. You will be required to give up one of your 300 Euro boxes to let in a teenager who wants to play 3 Euros a pop. You will also be sworn at in French for hitting to any hand over 11. And no comps, you will often have to pay for your coffee.
But apart from that the games are good :-)
