Technically, if we keep to the strictest definition of collusion, this is inaccurate. Friends soft play each other all the time at low buyin live games. Couples sometimes sit down and all but physically show their cards to each other (oftentimes, for instance, the wife/gf is new to poker and the husband/bf is trying to teach her). Usually, no one is fussed enough to make a big deal out of this, but when I've seen the latter example at a few 2/5 games and called the couple out on it, the floor quickly put a stop to it. I frankly felt like a jerk for doing it, because it was clear that even the "knowledgeable" player was no threat, but I think it was the right move for the integrity of the games.
Now, if you were to say that collusion in terms of trying to maliciously use information via signalling/soft playing etc. to gain an edge over the competition is uncommon in low buyin live games, I would be inclined to agree.
