If your max bet is at a low count, and you are betting optimally (which is assumed by the RA generator), then your spread must be low. This means your overall EV is poor. The generator will attempt to lower your overall variance.

Betting optimally to what RoR? If you are attacking a worse game you may choose to take on more risk. Like you are playing worse pen so you use the same top bet and spread but at a lower TC along with all your other bets. Basically you are attempting to keep win rate as unaffected as possible while taking on more risk. Since RoR is different both can be bet the same spread optimally with the same top bet but reach the top bet at different TC's.

If you turn off Rational Bets, the max bet is at +4. That is, the actual optimal max bet would be at +4. The index generator assumes you are betting optimally. Genning those indices at Max Bet +4 will give you indices. With max bet at +3, it just doesn't see taking the risk doubling a hand that really isn't that great.
