Ken Uston founded a school in NYC called the Uston Institute. He wanted a count that he could call his own, with his own name on it for the classes that were taught. So, they simply moved the +1 from the Hi-Lo 2 and stuck it on the 7, knowing that it wouldn't perform as well as Hi-Lo, but would be close enough. And then he could put his name on it.
Stanley Sludikoff, alias Stanley Roberts, one of the biggest pieces of shit to ever roam the earth, did a similar thing when he marketed the UAPC, which clearly underperformed the RAPC. He marketed it for $97, knowing the RAPC was better (Uston used the RAPC himself!), and then kept virtually all the proceeds from sales, screwing Uston and giving him a pittance of the sales.
So, what everyone needs to understand is that some of these counts were created not in the name of science or advancing the game, but simply to make an almighty buck.
