Does norm's chart say to surrender 17 vs a known 18?

I noticed on the chart it says to surrender 15 against AA,but then it has 16 against AA as a stand.This seems strange.
I'm trying to reproduce the chart without success. CVData Version 5.0.124 Template "Index Generation" Rules:Late Surrender Nuances -> HoleCard -> "Hole-carding enabled", HC seen percentage=100% Indexes -> "Surrender" -> check all What is wrong ?
