If they exchange for play chips then it is just like money.Even if the chips can not be cash. Jg said it clearly ,coupon are like rebates and non cash chips (keep if push) are like regular chips
I am not sure that 3 CP play gives face value. I recall that for a play once coupon it would be about 63%.
For play till you lose coupon with even money only, it can be played on baccarat or craps with close to 99%. It can also be played on BJ for splits or double where even money is expected. In this case the value is 99.5% but you have to use other money to play the game.
For play only once (keep if you push) coupons, best value comes from games with highest frequency of losing and higher reward for winning. As BP mentioned playing a number on roulette will get 92.5%, if it is allowed. Another option that a tie on baccarat which would get close to 90%.

Depends on whether it's Pai Gow (a domino game) or Pai Gow Poker (a card game). It's probably easier to play PG if you're Asian. I believe the ref was to PGP. I played PGP in probably every casino in which it was offered when it was introduced. Oddly, the best rules were at the Barbary Coast, an otherwise burn joint. Which was actually clever of them.
