    I have seen flat bet in Missouri. Player wasn't told he was flat bet, but player was heads up and table max changed to 100 min, 100 max. Half shoe on shoe games, abysmal pen on DD are the usual countermeasures, generally less hostile about it (what do you know, people from midwest less hostile than east coast, who'd have thunk it)

    I have been flat bet outside of Missouri. Nothing led me to believe they couldn't bar me. Most casinos implement countermeasures before barring. All Missouri seemed to do was officially standardize the practice.
