Crazy guy I kind of met AC

So a little while ago, me and a partner were playing AC. I won't go into detail as exactly what casino it was but here goes:

I'm playing and all of the sudden I hear someone breathing down my neck. I was spotting for a teammate so I had 15x2 . I stood up & signaled my partner in and the guy that was breathing down my neck than sat down at the $10 table and bought in for $3000, all big bills. So I'm like, hmm, did he run down this shoe with me or what the hell is going on, so again, I signal for my partner to start making his way over. As I stood up and the dealer is counting out his money he (the guy) says "where you going". I replied, "I'm out of here, I lost $40 and I'm calling it quits for the day" he says "sit back down, the count is good". I said "huh" he again told me to "sit back down." At that point the dealers eye brows raised up and she is looking at me, look at him. I'm thinking wtf, is this a set-up..? My partner arrives with chips, and he sits down on the opposite side of the table. At this point my partner is there, my job is done, I'm leaving - so the guy says "I worked for the state of NJ Gaming commission and I recently retired, sit down I'll show you how to count the cards". I said really, he said yea, and sure as hell showed me an ID that said NJ gaming commission. He then went on to tell me that he is retired from the commission and now he makes a living "counting the cards" - As my parter was playing he said the guy was counting out loud, going from like +3, to +16, back to +10 all in one hand. My only thought is that this guy was totally nuts, however he showed me his photo ID (not a badge like most states) and it 100% said NJ gaming commission. My partner said the guy ended up making a fortune, my question is this:

Was he an AP or a casino creep?
Has anyone ever ran into him?
Why would he act this way playing higher limit BJ, even if his game were strictly wong in?

I've never seen counter catchers, or casino employees actually game while on the clock, although I have been stocked by 2 of the most known on my first trip out there.

It was all weird to me and I decided to share this story because an old thread that just resurfaced & it has the guys first name, and the state of NJ in the handle.. Does anyone know the guy I am speaking of? It was a while ago, so if you think I am outing you please have Norm delete this thread.
