    Balancing act for fun, fairness in Nevada's skill-game rules

    This following was an excerpt of an article on the new "skill-games" being offered as a means of getting the young playing in the casinos. I find their perspective about fairness and skill being central to the new concept to be the most hypocritical BS I have heard in a long time.

    Where is this mindset when it comes to their table games????

    LAS VEGAS (AP) – The complicated road to put arcade-style video games in Nevada’s casinos include drafting regulations to ensure players know what they’re getting into at the outset and that rules don’t change mid-game.


    But at least one game developer hopes players don’t get weighed down with warnings before they can even bet and that how well they play remains central to potentially winning.

    The Nevada Gaming Control Board met for a second time Thursday to develop regulations for the new games anticipated to join the land of chance-based slot machines.

    “The notion is one of fairness,” said board chairman A.G. Burnett during Thursday’s meeting.

    Among proposed requirements are laying out game rules and outcomes up-front.

    There should be enough of a reward for taking the time to learn the skill of playing, and simultaneously not penalize blatantly unskilled players too heavily. Returning 99% for extremely skilled play and 90% for the most unskilled play possible with it being fairly easy to achieve 97% type returns for reasonable skill and an average payback of around 95% considering all players would be ideal. You know, of course, casinos are going to want these games to return 88% for unskilled play and 92% for skilled play which makes bothering to learn the skill worthless. The casinos must be willing to trade hold percentage for increased play volume. These games would wind up being highly addictive if designed right.

    If casinos do not provide a small positive EV for highly expert skill at these games, as well as publicizing the winners instead of banning them; they are missing an incredible opportunity. Wannabes will spend whatever they can to play against their heroes' scores.
