A major Vegas casino had a dealer who could put a black under his wristwatch band with the cameras watching and they could not see it. Finally, a dealer became suspicious of his "magician-like" movements, and began watching him intently every day until finally his move was detected. As I understand, he was fired. No jail time. Are they hoping he will go to the competition?

    Probably a multi tiered affair.

    1. They didn't want to press serious charges to draw public attention of other would-be thefts
    2. They didn't want the negative public image of shady dealers
    3. They didn't want to put themselves into a lawsuit situation with a potential mishandling of the situation with that employee

Business, in this day and age, is a fickle world. Everyone is lawyered up and ready to sue at a moments notice. Seems like the lawyers are on speed dial with just about every mid-level manager/executive.

Exoter, that sounds like music (or at least, +EV) to a lawyer's bottom line. If only I was an ambulance chasing scheister!

It is not rare that a casino fires an employee for stealing without going for a criminal prosecution.

It isn't rare at all, in fact its the "common practice" in this day and age. Much less liability.
