Airfare is generally not based on your betting level. It's much more based on the amount of your loss. It's usually graded based on a range of loss. A $10,000 loss might get you 5-10%. A $1 million loss could easily get you 20%+.
Also realize that you can negotiate other things besides cash airfare comps. I've found slot play (close to the same EV as a cash rebate) and match plays (usually 48-92% of face value) to be good options to negotiate.

I think BJ comps have decreased SIZEABLY over the years. I know that the green chip action that used to get me RFB with 4 hours play a day average doesn't get the same treatment as before. In addition, honestly, I have NEVER seen airfare reimbursement for a less than blackchip bettor. The only time I received it for less action was when I was with another blackchip bettor together and the host gave it to me as a favor and to bank on me returning. If I wasn't with him, I would not have gotten airfare reimbursement.
But I do have another suggestion. There are still junkets (though not as many) and combo packages with air promoted by casinos (like www.Totalrewards.com/totalrewardsair) that you can take advantage of that can be free or almost free with certain betting levels. But I agree with Moo above, talk to a host. If you ask politely, they will explain at what level your play will generate what comps.
