From what I understand, Harrah's Cherokee is owned by Cherokee Indians of NC and sort of just 'licensed' the Harrah's name from Caesars. I don't know what the proper term should be but definitely it's Indian owned and not Caesars. Although I agree that cheating shouldn't be tolerated by Caesars as Cherokee carries their name, I doubt that Caesar's is aware of what's going on.

I have been there several times and noticed the same thing. Unfortunate for me being new to counting, I used up my entire trip bankroll at high counts and can never get a hand. I then counted other tables and true enough, I do notice a scarcity of 10s but cannot prove it. They seem to do this during weekends when they have a big concert or they know they'll be pretty busy. On not so busy days, weekdays and weekends without events, the cards appear normal.

I would suggest for you not to come back and play there.

I don't know if you may want to put a feedback at Caesar's website about this?
